Building in Jersey Shore
Jersey Shore ZIP 17740: Jersey Shore Borough, which is surrounded on the north, west and south by Porter Township and faces Nippenose Township across the West Branch Susquehanna. Here is what we look at before a job there.
- Inside the borough: Jersey Shore ‘opts in’ and administers the PA Uniform Construction Code itself through a Code Enforcement Officer appointed by Borough Council (PA Labor & Industry lists the borough’s building code official at 570-522-1326), and borough zoning is handled by its Zoning Officer. Porter Township (570-928-9208) and Nippenose Township (570-651-9369) also opt in and issue their own building permits; Porter Township’s zoning is administered by Lycoming County Planning & Community Development as one of the 19 municipalities in the Lycoming County Zoning Partnership. A special permit from the Borough Secretary is required before any driveway is built in the borough. Fences, walls and hedges are permitted under the zoning ordinance’s accessory-structure rules (sec. 300-49), and a fence on a shared side line needs a recorded written agreement before the permit is issued. The online code includes legislation through Dec 12, 2022. source
- Fences, walls and hedges may not exceed 6 ft in height (except to screen commercial/industrial storage yards), must stay out of the clear-sight triangle, and must sit at least 6 inches off any property line and at least 1 ft back from the sidewalk in a front yard. source
- Fences must be set back at least 2 ft from any alley right-of-way to allow winter maintenance of the alley, and a fence, wall or hedge can go right on a side property line only with a written, recorded agreement with the neighbor filed with the Zoning Officer. source
- In the borough’s Residential District, building coverage is capped at 40% and impervious surface at 50% of lot area; uncovered patios, walks and driveways no higher than 12 inches above grade are not counted when figuring required yards or lot coverage. source
- Under the borough’s 2011 stormwater ordinance, work that creates less than 1,000 sq ft of impervious area and disturbs less than 5,000 sq ft is exempt from peak-rate control and a stormwater site plan (erosion-control rules still apply); 1,000 to 5,000 sq ft of disconnected impervious area may also be exempt if it meets the ordinance’s disconnection conditions. source
- Permits, if required, are obtained and paid for by the homeowner. We go over what we know about the requirement at the site walk.
- NRCS maps around the borough show Wheeling, Allenwood and Alvira silt loams on the terraces, frequently flooded, very poorly drained Holly silt loam and occasionally flooded Linden loam on the low ground, and Berks, Hartleton and steep Weikert-Klinesville shaly soils on the hillsides. source
- Wheeling soils are valley terrace soils of loamy alluvium over sandy and gravelly glacial outwash, a well-drained base for patios and pads. source
- Weikert soils on the shale hillsides are shallow, with acid shale and siltstone bedrock only 10 to 20 inches down and 60-85% rock fragments above it, so wall footings and terraces there hit shale quickly. source
- No current NOAA normals station is in Jersey Shore; 1991-2020 normals bracket it at 29.6 inches of snow a year at Lock Haven (about 10 miles west) and 35.8 inches at Williamsport Regional Airport (about 18 miles east). source
- The fixed price assumes no rock and normal soil. We check both on the free site walk, before anything is signed.
Jersey Shore was incorporated as a borough in 1826 and had 4,158 residents in 2020; in the past it held farms, railroad shops, cigar factories, a foundry and a large silk mill. source

What is the soil like in Jersey Shore?
NRCS maps around the borough show Wheeling, Allenwood and Alvira silt loams on the terraces, frequently flooded, very poorly drained Holly silt loam and occasionally flooded Linden loam on the low ground, and Berks, Hartleton and steep Weikert-Klinesville shaly soils on the hillsides.
