Building in Loganton

Loganton ZIP 17747: Loganton Borough (about 1 square mile, completely surrounded by Greene Township) plus the surrounding Sugar Valley townships that use the 17747 ZIP, mainly Greene Township. Here is what we look at before a job there.

Permits and local rules
  • Loganton Borough and Greene Township both ‘opt in’ to the PA Uniform Construction Code, so building permits come from the borough office (570-725-2393) or Greene Township office (570-725-3015) through their building code official. Logan Township ‘opts out’: residential projects there need a PA-certified third-party inspection agency, and Clinton County Planning (570-893-4080) handles Logan Township zoning permits. Loganton’s UCC ordinance (Ch. 125, 2008) lets Borough Council choose by resolution how the code is administered, so call the borough to confirm who inspects. The borough’s eCode360 code includes legislation only through Dec 5, 2019. Streets in the borough that are continuations of state routes (PA 477 and PA 880 cross in the center of town) can only be opened under a PennDOT permit. source
  • Under Loganton’s stormwater ordinance (Ord. 01-2008, sec. 253-9), work creating less than 400 sq ft of disconnected impervious area is exempt from peak-rate control and from preparing a stormwater site plan; 400 to under 1,200 sq ft is exempt only from peak-rate control. source
  • Borough zoning allows fences and hedges in any yard setback, but fences or freestanding walls taller than 5 ft must meet the setback requirements. source
  • On corner lots nothing (structures, fences, walls or plantings) may block vision between 2.5 and 10 ft above the street centerline grade inside the triangle formed by points 25 ft back along each street line from the corner. source
  • Loganton’s slope controls (sec. 325-20) say structures and grading should be kept to parts of a lot under 25% slope wherever possible; work on steep slopes must keep grading to a minimum, shape it to the natural land form, avoid leaving large areas bare over the winter-spring runoff period, and pave as soon as possible after grading. source
  • Permits, if required, are obtained and paid for by the homeowner. We go over what we know about the requirement at the site walk.
The ground
  • NRCS soil maps of Loganton show limestone-valley soils (Hagerstown silt loam and Opequon-Hagerstown silty clay loams) mixed with Murrill silt loam, Buchanan-Andover and Laidig gravelly loams on the footslopes, and extremely stony Hazleton channery soils up the mountain. source
  • Hagerstown soils are well-drained clayey soils weathered from hard gray limestone, with hard limestone 40 to 84+ inches down and rock outcrops common in places, so excavation for walls and footings can hit ledge rock. source
  • There is no NOAA normals station in Sugar Valley; the nearest long-term stations bracket it at 29.6 inches of snow a year at Lock Haven (about 10 miles north) and 35.3 inches at Millheim (about 13 miles southwest), per 1991-2020 normals. source
  • The fixed price assumes no rock and normal soil. We check both on the free site walk, before anything is signed.
Water and flood zones
  • Philo silt loam and Melvin-Newark silt loams mapped in and around the borough are rated by NRCS for occasional flooding (Melvin-Newark is poorly drained), so low lots should be checked against the FEMA Zone A map before grading or adding fill. source
  • Check your lot on FEMA’s flood map before you plan anything low-lying. source

Loganton is a 1-square-mile borough of 469 people (2020) in Sugar Valley, part of the Ridge-and-Valley Appalachians, at the northern base of Sugar Valley Mountain, where PA 477 and PA 880 cross in the center of town. source

What is the soil like in Loganton?

NRCS soil maps of Loganton show limestone-valley soils (Hagerstown silt loam and Opequon-Hagerstown silty clay loams) mixed with Murrill silt loam, Buchanan-Andover and Laidig gravelly loams on the footslopes, and extremely stony Hazleton channery soils up the mountain. We confirm what is under your yard on the free site walk.

Is Loganton in a flood zone?

Philo silt loam and Melvin-Newark silt loams mapped in and around the borough are rated by NRCS for occasional flooding (Melvin-Newark is poorly drained), so low lots should be checked against the FEMA Zone A map before grading or adding fill. Look up your own lot on FEMA’s flood map; it matters most for low patios, spa pads and drainage outlets.
