What we build around Williamsport.

Who issues a permit depends on which municipality your lot is in. When one is required, you obtain it and pay for it.
City of Williamsport
Building permits come from the city’s Bureau of Codes at 200 Reighard Ave. (570-327-7517), which says most are issued within 15 business days of a complete application. Zoning, driveway, floodplain and stormwater review go through the Office of Zoning (570-327-7527).
Historic properties
The city has a Historic Architectural Review Board and a Historic Preservation Officer, so exterior work on a historic property may need their review.
South Williamsport
The borough runs its own zoning. It is not one of the 19 municipalities where Lycoming County administers zoning, so the borough office is the first call.
Montoursville
The Central Keystone Council of Governments serves as the borough’s zoning and code officer, and applications go to the borough office (570-368-2486). A zoning permit is required for all types of construction.
Cogan Station (Hepburn Township)
The village is in Hepburn Township, which requires a zoning permit for most work and asks owners to call the Zoning Officer before starting. Work begun without a permit gets a stop-work order. Parcels across Lycoming Creek in Lycoming Township go through that township instead.

- 3Contract and depositSign online. The contract meets Pennsylvania’s Home Improvement Consumer Protection Act, and the deposit tops out at one-third of the price (special-order materials listed in the contract are the only exception).
- 4BuildPA One Call (811) marks the utility lines before our first dig, as state law requires. The crew works with machines we own and brings in a rental only for a job that needs a bigger one.
- 5WarrantyThe work carries a 6-month written workmanship warranty, and under Pennsylvania law it must also be done in a workmanlike manner.

Do you work inside the City of Williamsport?
Yes. We build patios, walls, walks, drainage and site work in the city and in the boroughs and townships around it. Our crews and machines come from our base in Lock Haven.
Will you get the permit for my project?
No. Permits are the homeowner’s to obtain and pay for, whether the city, a borough or a township issues them. We share what we know about your project’s requirements at the site walk, and the municipal office has the final word.
Does work on an older Williamsport home need historic review?
It can. Exterior work on a historic property in Williamsport may need review by the city’s Historic Architectural Review Board or its Historic Preservation Officer. If your house is historic, ask the city about a new front walk, wall or steps before the work is scheduled.
Do you plow snow in Williamsport?
Yes, for commercial properties, on season accounts. Around Lock Haven and Mill Hall we also plow and salt homes and rentals. Season accounts are explained on our snow removal page.
How long does a Williamsport permit take?
Allow about three weeks. The city’s Bureau of Codes says most permits are issued within 15 business days of a complete application, and new construction or major reconstruction takes longer. Applying soon after you sign keeps the permit from holding up the build.
