Just outside the city, in Dunnstown, we built a raised paver patio on a block wall; the project page shows the finished job.
A raised patio is two builds in one: a block retaining wall that holds the fill, and a paver patio on top. Where a yard drops away from the back door, it’s how you get a flat patio at door height.
If water is the bigger problem in your yard, start with yard drainage and French drains before planning the patio.

Building in Lock Haven.
These are the city rules that touch patios, walls and other yard work. Permits are the owner’s responsibility: you apply and pay, and we flag what we know about the requirement during the site walk.
Permits
Permits for building, zoning, driveways and excavation inside the city come from the Code Enforcement Office at City Hall, 20 E. Church St. Township properties outside the city go to their own township.
Zoning
In October 2026, City Council held a hearing on repealing and replacing the entire Zoning Ordinance, SALDO and zoning map, so check current setback, fence and accessory-structure rules with the Zoning Office before you finalize a design.
Stormwater fee
The city bills its stormwater user fee in Equivalent Residential Units of 3,100 sq ft of impervious area. Patios count as impervious under the city’s definition, and so do driveways, sidewalks, and travel areas surfaced with gravel or crushed stone.
Levee
Lock Haven’s earthen levee runs about 6.5 miles along the West Branch Susquehanna and Bald Eagle Creek. To build in the levee easement area, you apply through the Area Flood Protection Authority’s own process.
Snow
NOAA’s 1991 to 2020 normals for the Lock Haven Sewage Plant station average 29.6 inches of snow a year, with an average winter temperature of 29.0 F.

What if my yard backs up to the levee?
Talk to the Area Flood Protection Authority early, before the design is settled. Construction in the levee easement area goes through the authority’s application process.
